http://nillia.deviantart.com/ is taking RL commissions for relatively cheap. She does both digital and traditional pieces. She's still suffering from Katrina-related issues so any little bit helps!

Her prices:
Super-detailed bust lineart: $5
Waist-up lineart: $7
Lower-thigh and up lineart: $8
Full-body lineart: $10

If you don't want it inked, you can subtract $3
If you have a freakishly detailed outfit, up to $3 will be added.
If you want a colored picture, multiply the cost of your lineart by 2.
If you want two characters, multiply by two again. Three characters, multiply by 3.
Backgrounds cost more money, depending on detail.

So, if somebody were to want...
4 characters waist-up, colored would cost 7x4x2= $56
