Can senshi phones make calls to normal phones, or receive calls from them?

Perhaps! Senshi cell phones function on a magical wavelength, so might not originally start out being able to do this, however if you had a cat who liked to tinker…

Does the Surrounding surround the Solar System, or the entire galaxy?

Like Romeo said (below), the Surrounding currently expands to encompass the solar system, so it would reach around all of the planets (Including Pluto!). In the past a planet or homeworld aligned with the Moon Kingdom might have been able to be under the protection of the Surrounding, however this is not something players need to be obligated to include in past life history if they do not want to. If the Surrounding was intended to encompass any kingdom with a treaty with the Moon Kingdom in the past, the player can decide if they want to have the Surrounding encompass their homeworld as well, just in case anyone was confused about how it might affect them!

While in the present day it is at its minimum size of "about a light year past Pluto's orbit", in the past any kingdom that considered itself part of or had a treaty with the Moon Kingdom was encompassed within the Surrounding. the Surrounding's location could expand again, but rn it is exclusive to the bounds of silver millennium moon kingdom.

It is less of an actual construct and more of an Escher object.

Hey, umm...
Is it possible to rl commission an artist for art for a rare character (ex: guardian cats)?
Like, for example, I pay an artist rlc for them to do art of guardian cat quest character and the artist, when done, submits the art into this guild in form of a gift/quest fairy so I can then rp the character.
Is such an exchange allowed?

You may commission artists for fanart of a character or quest character, however the only way to get play a character in the shop is if you have art from one of the official artists. Natsu is the only artist who can take RL commissions for new characters, however she currently does not have any slots open. A quest fairy being submitted in exchange for payment is against the rules, as a quest fairy is meant to reward a player and is a gift, free, from the shop, so for an artist to submit a quest fairy in return for payment would be unfairly bribing them. An artist may choose to spend their credits on whomever they like, however we do not encourage players to attempt to bribe artists for art, as this often puts artists in an uncomfortable position.. The best way to win a character in the shop is to participate in events, enter in customs, and try to be generally active and good spirited!

Even if the only Knight academy was on Earth, would it have been plausible for someone not from Earth to become a Knight?
Adding to that, was the one on Earth the only academy in the galaxy, and were Knights just kind of an Sol System phenomenon?

It is very plausible for someone not of Earth to become a Knight; you could have been born on any other planet and been scouted by a member of the faction, and then brought to Earth for training.

The Knight Academy on Earth is the headquarters for all Knights, though there may have been other branches/outposts elsewhere; though all establishments would have been linked to the one on Earth. On some planets, there was tradition for Knights where most of their training would take place on their homeworld, or perhaps at a closer institution, though at some point in their lives all Knights must have attended the Knight Academy on Earth—Even if only for final testing of mastery or graduation!

UNRELATEDLY: if someone is killed on a Wonder or a Senshi's planet, would their henshin drop and leave them as a civilian, or would they stay henshin'd until going back to Earth?

Can animals be energy-drained? Plants?

I am asking in relation to DMC mirror wraiths, but I guess this could be relevant to the Negaverse as well.

Yes, but not to the same degree as draining a human; an animal has only a slight energy that can be absorbed, as it is not as raw and pure as a human and much of their energy is lost in the conversion to usable energy. Plants are almost entirely worthless for gathering energy, however if you were desperate and had a lot of time, you could try!

Are there any aerospace programs (like NASA) based in or near Destiny or would someone have to travel to see a launch?

Destiny City is a big enough City that there are probably some aerospace programs nearby! You might have to make a bit of a trip if you wanted to see it up close, but there could definitely be something in the nearby area!

I know this can't be done for senshi, because two senshi can't be from the same astronomical object, but can two Negaverse officers have different names for the same mineral? Also, since most of the non-Earth wonders are just named after real or mythical places and not real places themselves, can two different knights have two different names for the same real-world wonder, so long as their wonders are not from Earth where that could actually be the same place?

We would prefer not! For the time being there are still many choices for names and to avoid conflict or toe stepping, we would like to ask that Negaverse players try to avoid claiming the name of a mineral someone is already using (even with just a different name!)

For Knights, this is also a no; many players choose to use the lore associated with the wonder, and sometimes the differing names are accounted for in their wonder history. This could open the doors to accidental toe stepping or confusion, so just to be on the safe side we would like to ask that players try to avoid using an alternate name for a wonder someone has already claimed.

While under glamour, how much of a half-youma's abilities are suppressed? The appearance and aura are pretty obvious, but can they drain energy? Teleport? Pull starseeds? Sense other auras? Do they keep their strength, speed, Etc?

While under glamour, all of the youmas abilities would be suppressed; it would be like they were powered down. As soon as they attempted to use a disability, their glamour would disappear and they would have full access to all abilities again, though!

Would it be okay for someone to request staff-only crits in their quests?

Absolutely! You can make a post after your quest to state that you are looking for staff only crit, or include that you are looking for staff only crit in the title!
