I think there should be a rule for chakra use while learning jutsu. It should take more chakra to learn the jutsu the first time. Perhaps only 1 extra chakra point for the first use for B rank and under jutsu. Then a 2 point charge for the first use of an A+ rank justu

a doton jutsu is repeated. once as D-rank then as C-rank?

Suggestion: I think that a copy of the Chakra System should be put in the Starter Forum... It was a little hard to find.

Also, the Profile Creation Skeleton is.. lengthy. I do not think that everything on the list is needed, such as the perks and weaknesses of bloodlines and stuff.. that is too strenious. I think that the skeleton should be re-done to something a little more simple.

I'll mention the chakra system thing to the crew later. That is something that should be in the starter forum.

The profile skeleton however, is the way it is for a reason. You are allowed to remove the parts that don't apply to your character however. If you aren't an Inuzuka or Aburame, you don't need the animal section. If you have no bloodline or demon, you don't need that section. Just remove the parts that don't apply to your RPC. It just got updated to the way it is a few weeks ago. It's not making any big changes anytime soon.

that idea would work, but what if they're rouges cuz they couldn't stnd the way the kage was rulling the village or something close to that

Autoranks are there because the village needs some higher ups to run things. They are not there to be more powerful ninja. If they really wanted they could try and take over as kage if things aren't running like they want, but that's about it.

could they replace the raikage? if not it would be limiting them from advancement, but if they could it would be the same as taking away an important higher up?

You should probably put the mission tally back into the profile section (assuming it is still important for exams) So people know to keep track of them, and do so in a place anyone can see.

the "elemental jutsu: suiton" should be renamed to elemental ninjutsu: suiton" since it does not contain any gen or taijutsu

"The water clone can perform one jutsu that the user also knows once. It must be a water elemental jutsu. One solid hit will destroy the clone. " I was wondering about this, and it doesnt make sense to me. The clone can use any suiton jutsu the user knows, but it only costs 2 chakra to form. Say you know a jounin jutsu though, you can use it for damn near nothing.
My suggestion: make it necessary to give the clone the necessary chakra for any jutsu you want it to use. That way it still costs the same from the user. You could either let the excess chakra return or die off with the clone.

That's a good idea,. even though that should be common sense to post entering an area, then another one when your leaving
