Due to a recent excess of issues we have taken to revising our rules and limitations in balancing our system. Forthwith is a listing to present you, the player, with a list of documentation that we, the Administratum, have devised. From this day forth the following rules will be taking place.
Senju and Uchiha:
Due to the balancing and restrictions placed on the retrieval of the Rinnegan Eye, we will also be placing the limitation that players can only play one of the two bloodlines necessary to retrieve this level of power. This method will further balance the playing field down the line and prevent issues and complications arising that may otherwise be viewed as suspicious.
Reiteration of Doujutsu Limitation:
As there has recently been an issue with this, we will now be strictly enforcing this issue with a no-grandfathered clause limitation. This means that if you possess characters with more than Canon Doujutsu [Or Non-Clan Bloodline], you cannot create one with another Canon Doujutsu. The Same Limitation Applies to non-Canon. Yet, in the issue of preserving the non-canon doujutsu, users may have one character with a Non-Canon Doujutsu and a Single Canon Doujutsu.
Should You Be In This Category:
Should you be in the category of players who break the now existing rules, you will be given the chance to choose one of your two bloodlines to keep and the second character may be given review for eligibility of bloodline swap, if not the character may have to be killed off. This is to preserve balance in the long run, again. Too often have we let these issues slide due to the grandfather clause, and now have run up against the wall.
Bloodline Check:
A new Bloodline Check will be run until October 20th, 2013. Should you not post a character in it's bloodline and be found not on Hiatus, preceding this date, October 20th, 2013, it will be removed from it's place in the listing and not refunded to you. Any characters in violation of this order will be dealt with on a case by case basis.
Missions Update:
Also, to bring some good news with this list, we have a new missions update for all of you! New Universal Missions for the villages to try their hands at working together, and to allow some more creativity. Albeit, some villages may have an easier time with this than others.
___[ Minor ]
Ninjutsu sustaining was not properly clarified. It is now entirely clarified, in the Ninjutsu Information thread. Raiton: Ikadzuchi no Jutsu was improperly acting like an entirely sound based jutsu (Ototon) and has been fixed. Kage Bunshin and its Tajuu counterpart have been updated, balanced, and fixed.

___[ Major - Story & Bloodline Check-in Results ]
Several years ago, a mutated strain of what was being called the 'Chakra Virus' hit Saraswati in the Wind Country. Unable to be kept at bay by even the medical corps from Sunagakure, the virus spread from port to port, killing nearly all those that became infected. Some time later, Kumogakure stumbled into Saraswati, looking for abnormal activities, and found evidence that the virus was not of Suna's doing. Such a naturally occurring event seemed to have gone unnoticed, until certain groups picked it up and mutated it even further, using a few choice fungi from their local area. In time, even they couldn't handle it, causing another massive outbreak, only this time in the relative safety of the shinobi villages. Those that had not checked in with the village doctors within a certain time frame had their symptoms overcome them. People dropped dead all over the place from an instantaneous blooming of the virus's full capabilities. A few that managed to survive were quickly taken to their village's hospital, where they received an immediate quarantine and medical treatment. (i.e. those that have appealed the bloodline check-in's results, due to being late, busy with real life, etc)
Within the shadows, though, rumors say that it had something to do with the recently seen collaboration between the United Hidden Villages and the eco-terrorist group known as Evergreen's attack on both Konohagakure and Kumogakure. In the Leaf, the Kyuubi had a brief rampage that was quickly put under control, at the expense of the Hokage's life. In the Cloud, the UHV took things more seriously with an all-out frontal attack, sending in both mortar rounds and troops while Evergreen sent in a mysterious cat woman, the Nibi, and its companion. The villages should start beefing up their abilities and ranks, if these events are any indications of what's to come!

___[ Demons ]
The demons and their system have received the first update in quite a while, to fit more closely with what has been seen in canon. Universal "demon techniques" that all hosts can use at stage two or higher have been added, as have special attributes for completing certain stages of training. Many of the Bijuu now have special attributes detailed in the last paragraph of their descriptions, and several of them (Shukaku in particular) have gotten a massive update to their Jutsu lists due to what's been shown in canon recently. There were some minor updates to the coding, which was previously not consistent between all the demons. Posts required to train to a new level of activation have been slightly altered. Lastly, the demons now have Chakra and Stamina pools and regeneration attached to them, which get fairly ridiculous at later levels to reflect the higher-tailed beasts' status as nearly infinite sources of Chakra. The Hachimon (Eight Celestial Gates) has received a significant update. Those that already have started training in it as of this post will not be asked to conform to the 'this is the only style you can learn', but will thusly be denied the ability to learn all Formless Slot moves as a balancing measure. All other changed aspects will be asked to be conformed to, and any questions or comments can be directed to myself. Those that have training already in the Hachimon and wish to change fully must comply with the new standards. Thank you~
