This is a tablet. It plugs into your computer and you use that pen to draw on the tablet's writing surface. Unlike a mouse, a tablet can be sensitive to pressure, so depending on how hard you press down with the pen, your line will get thicker, darker, or whatever you tell it to do (Photoshop can do some wacky stuff with its brush settings).

To make edits really really detailed, zoom in a lot and use a one-pixel brush - you get better control.

To keep lines smooth, whether it's fabric or not, zoom in a lot.

Yeah, I like zooming in.

I think smallish ones are about $50...

Oof! Well, it's gone up since I got mine, but the 4x5" Wacom Graphire (what I have) is about $100. WHich is still much better than what the computer guy said to you...

Is there an easier way to edit hair in MS paint? I mean like a better one because Vectors version on that part was hard to understand D;.

I put one up ^^ and if it dosen't help you, I could try to revamp it after trying paint again ^^; I haven't edited on paint for about a month and I'm out of practice.

a tablet made so much of a difference to me, that i hesitate to edit at all when the tablet was taken away from me. i don't have the confidence to use the mouse anymore because of it.
