Okay, this is here to show everyone why I believe this is actually Naoko Takeuchi's promotional art, as opposed to artwork from the anime. The reason I'm doing this is because the news could easily be misinterpreted as artwork from the anime, meaning that this could be a screengrab scene from the animation. (In fact, I've already seen a couple of people think this, as I also did at first glance.) Its origin is not, in fact, in animation, but it is art directly from Naoko Takeuchi herself.

OVERALL
This picture bears such a strong resemblance to Takeuchi's specific style of art that I find it impossible to believe that it was intended to be anything but as her own art. Certainly, it can be used as promotional art for the series-- which she has done in the past-- but it shouldn't be viewed as specifically belonging to the anime, as something which will show up on-screen.
Takeuchi has indeed created a few pieces in "anime-style" before-- that is, with simpler lines and bolder colors, using different media from the norm. I have examples of this here, here, and here, as well a page of 3-panel manga where she questioned her memory of ever drawing them, noting that it was unusual for her to use anime-style artwork. 1. SAILOR MOON'S RIGHT HAND (downstage hand)
This hand is clearly in Takeuchi's classic style: a little bony/ rigid, but gentle and dynamic. In anime these lines would probably be drawn smoother, with fewer angles, for ease of animation.
Looking at the lines and coloring, it's easy to tell that this has been drawn in pencil, rather than ink or computer graphics animation. If you observe 1a, notice the arbitrary thickness in the line at the base of her thumb. This is because artists often draw lines in frequent short bursts, which allows for greater control than drawing long, continual lines. During these bursts, the artist often retraces parts of previous lines, and this will sometimes result in thickening the lines because the strokes didn't line up precisely.
1b gives you a good look at those angles I was talking about earlier, as well as the pixel-thin gap between the base of the ring finger line and that of the pinky. That line could have remained unbroken, joining with the line for the top of her hand, and the pinky could have poked out from behind. But in classic Takeuchi-style, it is instead given slightly more direct evidence of its seamless connection to the hand.
2. SAILOR MOON'S HAIR
First I would like to direct your attention to the individual loose strands of hair flowing around on the page. This effect would be difficult, if not downright impossible, to pull off in an animated image.
But also, take a look at the coloring of the hair. It's a little mottled at certain points. That's because of the media chosen to color the hair. The color quality is much brighter and stronger than Takeuchi's watercolors, but the presence of overlapping portions of color imply the use of markers or mixed media of some kind. In today's world of animation, it is typically easier and more efficient and economical to use an animation program for coloring, rather than hand-painted cel art (especially when you take into consideration the very short time frame which Toei has had to work on the series).
This whole argument isn't intended as dogma. biggrin My only intention is to make some clarifications in case it is too difficult to tell the source and purpose of the image used. While we have been waiting a long time for an example of what the animation style will look like, I am very certain this is not that example, and we will just have to wait a little bit longer.

GS Sailor Midnight Yeah I agree that it's just a promotional image. Also, I'm glad to hear that it's called "Sailor Moon Crystal" xd : Part of me is upset that it comes with a subtitle. But then, the other part of me reminds me that ALL the other canons (live, anime, manga, etc.) had the exact SAME title, so I should be grateful. It has absolutely nothing to do with jealousy over the fact that I came up with that title for myself for my OWN fan fics. DXLike that title's new to fandoms.

GS Sailor Midnight LOL Well I seriously didn't want it to be called "Sailor Moon C" or something dumb like the R, S & Super S series....Sailor Moon Super Sailors Stars R.... Yeah, the single letters thing got out of hand. Especially when you consider "SuperS" is a single word-- the plural of "Super." "Sailor Moon Super" and "Sailor Moon Supers." Seriously.

I'm super excited to see it! Yeah the drawing of the anime did catch my eye as being Naoko's artwork. I don't think that she'll be drawing each of the frames for the animation herself but I've always loved how her drawings looked in the mangas.
