Simple. We go by the birthstone chart.

As far as which stones are inner and which are outer, that is generally determined on a first come, first serve basis. If you apply for a listing that says "[gemstone] OR [gemstone]," then you have the choice of deciding if you want to be an inner or outer senshi (senshi as in warrior, so this applies to knights as well). For example, if I had "Topaz OR Citrine" listed and the applicant chose Citrine to be an inner senshi, then I would make Topaz an outer and vice versa.
If by some chance we end up filling in every single sailor senshi and knight role, then I will possibly consider opening up the chance for you to apply for other gemstones. I would prefer that if you were to make a senshi based on a non-birthstone gem that it be something other than a core senshi. For instance, you could have the senshi be the child of another gemstone, or a villian or... I don't know. Anyways! For now, that option is closed until we fill up all open spots.

Based on the four elements of classical thought, the Immediates are comprised of Sailor Emerald (Earth), Sailor Ruby (Fire), Sailor Sapphire (Wind/Air), and Sailor Diamond (Water).
While they are not necessarily the strongest of the entire Gemstone group, the four sailor soldiers each possess a rare power revolving around their element which, when combined into a single attack, is capable of causing very intense, and often lethal, damage on the target enemy. While the intensity of the power may lead to an extreme impact on the opponent, the drawbacks of such attacks are so severe that the Immediates hardly ever use them. Only under desperate conditions is the utilization of this ability ever considered acceptable.
When these rare attacks are used on an individual scale (as in, using one of the elemental attacks on its own and not in a combo), the impact is by far less damaging but still leads to a severe downfall for the senshi. The attacks and their drawbacks are listed below.
▌Sailor Diamond - Woe of Delusion - A layer of water surrounds the target, immobilizing them for a very short ._period of time. This is to hold the enemy while also multiplying the damage caused by the other incoming ._attacks. Diamond loses herself when using this so she is never allowed to use this unless she is with the group. ▌Sailor Emerald - Shining Blast - Using the Gem Shooter, she takes aim and shoots out an Emerald, Sapphire, ._Ruby, and Diamond at the enemy with 100% accuracy. The downside of using this attack is that she ends up ._turning into a physical Emerald for 48 hours (2 days).▌Sailor Ruby - Flaming Cyclone - Ruby is surrounded by a cyclone of fire as she chants the name of the attack, ._then the flames fly outward, harming only the enemy. The downside is that once this attack is used, Ruby passes ._out from exhaustion.▌Sailor Sapphire - name pending - With intense focus, Sapphire captures the image of the opponent in her mind ._and physically releases a form of "energy" through her hands. This energy then transcends to the visualized ._enemy, causing a simulated strangling and draining the oxygen from their lungs. Commonly referred to as the "Inners," these senshi are primarily known for their unanimous alliance with the Immediate senshi*. Whenever there is a major battle, the Inners are the ones who are instantly called upon, thus playing a crucial role in major group battles. Unlike the outer senshi, the inner senshi's relationships with one another are slightly more defined; though they may not necessarily be close friends, they have been around each other long enough to at least be acquaintances before the war.

The Biyotik Senshi are a group of twelve sailor soldiers and knights who were granted their powers through an injection by Saphir, an evil member of the Black Moon Royalty. Although each senshi has been trained by Saphir to harness their abilities, the Biyotiks are truly a diverse group whose alliances with good and evil differ from senshi to senshi. Though some may be perceived to practically worship Saphir, others despise him for his will to kidnap and force them under his rule on the planet Nemesis.
At the start of the first season, the Biyotiks are essentially a complete mystery to the Gemstones*. When Saphir abducted Sailor Sapphire under the assumption that she was his daughter, Usagi and Dimande had a bit of a "hunch" that he was up to no good. Even so, the construction of an entire team of "invented" senshi comes off as a complete shock to everyone, thus establishing a strong sense of hostility between the two groups.

Here are a list of helpful websites to get you started.Gemstone Information • Shimmerlings: Gives you a list of each gemstone in alphabetical order. To search, click the first letter of your gemstone. One shortcut I like to use is Ctrl + F to search for my stone.
• Charms of Light: This website lists the gemstones based on their associated zodiac sign(s). To navigate, simply click on the "birthstones" list on the left menu bar and choose a zodiac.
• Sunny Ray: I'm not really sure how to describe this website. There's a side bar with categories titled, "Crystals," "Spiritual World," "Chakras," "Choosing-cleaning," "Charging," "Programming," "Crystal therapy," and "Zodiac."
• Sobriety Stones: Another helpful link to check out. If the formatting is all weird for you like it is for me, do Ctrl + F and type in the stone you're looking for.

• GemTradeNet: Has some pretty brief, yet useful, descriptions (primarily in the history secton of each page) on pretty much every single gemstone out there from what I'm aware of. This can be pretty helpful if you're just trying to get the basics down of the stone and set up something concrete for your character.
Zodiac Information
For some people, basing their character on a zodiac sign helps them develop that character's personality. This is not required, but if you find yourself really struggling with establishing a personality, giving your character a zodiac sign to model their personality after could definitely help you out. • Astrology-Online: Gives you a list of each sun sign and their respective birth dates as well as information on their strengths, weaknesses, relationship compatibility, likes, dislikes, etc. [Thank you Sailor Asteria for the link!]
• Cafe Astrology: If you want to get really specific on your character's astrology, make up a birth date for them and put it into this birth/natal chart. This will give you an in-depth explanation of how every single zodiac sign they were born under influences them and in what way, not just their sun (main) sign. There's a couple other things this site does, but the birth chart they have is my favorite feature of all of their other options. I personally recommend using this site if you want a decent report for free.
Name Information If you really cannot figure out a name, then there are a number of things you can do. For one, you can ask a friend for some ideas, or you can google something along the line of "baby girl names" or "baby boy names." If you have a specific nationality in mind (i.e. Japan) and want that in the name, add that into the search. If you still are not sure, or just want to wing it, here are some websites that could be of use to you. • Seventh Sanctum: This website has numerous name generators which you can try out for inspiration.
