That's bullshit.
It can't be salvia. You have to hold your breath as long as you humanly can for it to kick in, and it's a powerful hallucinogen. She wouldn't be smiling at the camera and giggling, she would be the camera, smiling and giggling at herself. It's hard to explain. But if the first thing she looked at on that trip was non-organic, she'd be in a lot of pain, not laughter. It's probably not entirely weed either; that's more of a lethargic high. The babbling high is making me think that if it is weed, it's probably sprinkled generously with coke. Which would also explain why it kicked in so quickly; usually takes 5~10 minutes for either.
tl;dr Miley Cyrus was most likely doing cocoa puffs. Also needs to lrn2bong.
