Sirius tops most of the time, but the week leading up to the full moon, Remus rides him. Advanced healing abilities help out there.
My other theory is that R comes before S in the alphabet, and the bottom ALWAYS comes first in a slash relationship. Thus, Remus bottoms.

I always see Sirius on top 'cause I feel like that's how it would turn out.
I still read fanfics with either one of them topping though.

I like Remus bottoming, He's sweet and shy and doesn't like to let himself wolf out. But I agree that he has his seme moments mostly around the full moon that make him want to top but mostly in the sence of riding Sirius.
And for my own personal reasons I feel Sirius never takes it.
