because it's Gorz's effect that allows him to be special summoned. Royal Opression you pay 800 LP to negate effects.

It's still an effect. Effects can be negated.

Obvious answer is obvious. If Gorz has two ways of being special summoned, and one way cannot be negated by Royal Oppression, then the second way can.

It's simply that Gorz cannot be negated when Special Summoned in the Damage Step. If you take Effect Damage and you Special Summon Gorz, Royal Oppression can be activated to negate it.
