- It has been ninety-seven years after a nuclear war devastated the surface and wiped out almost all life on Earth. The only known humans who survived are residents of twelve space stations that were in Earth's orbit prior to the war. The space stations banded together to form a single massive flotilla called "The Ark". Each station previously represented the nations of the UK, USA, Australia, Canada, China, Japan, India, Russia, Venezuela, France, Brazil, and Uganda.
The Ark has an established democratic government known as "The Council" in which there are twelve nations delegates and the elected head of council, the Chancellor. They alone make the decisions that effect the lives of roughly two thousand four hundred people on the station. Resources are scarce and are rationed due to the growing population. All crimes, regardless of their nature or severity, are punished by flotation. A form of execution were a person is put into an airlock chamber and exposed to space, which resulted in death from lack of air and negative pressure. Adult criminals were subjected to this, however juvenile offenders were imprisoned until eighteen and were either freed or executed when they came of age.
Three generations have survived in space. With the Ark's strict measures including: capital punishment and resource rationing; the leaders of the Ark take steps to ensure the survival of the human race. Only resources are running out and the Ark is slowly dying. For the first time in nearly a century, talk of returning to Earth has started to look like a possible option. After the Ark's life-support systems are found to be critically failing a hundred juvenile prisoners were declared "expendable" and were sent to the surface in an attempt to determine if Earth was habitable again. A project put together by council as both a means of lessening the load on the system and testing the survivability of the planet, it was called "the 100".
