Is there a way to view logs of purchases from the cash shop?
I thought there was, but it was awhile ago so I dont remember.
Cause I think I am missing something I purchased, but I am not sure...
If I am, is there a way I can find out, or who should I contact?

My Gaia > Account Settings > Gaia Cash Purchases

That'll show your cash history. If you're not finding something you can use the inventory search feature to see if it's in your inventory. If it's gone, I'd start by contacting a mod (a Site Mod is the best place to start, but you may also want to talk to an Omni Mod as they deal with account issues), found via the green [View Forum Moderators] link at the top of any forum. Simply pick an online mod, PM them, and then wait for a response. If the message is still in your outbox after a while, you can delete it from there and try another mod. If the message moves to your sentbox, just wait for the mod you contacted to get back to you. ^^
