The only thing I can say about Kangaskhan; is that I find Parental Bond to be a Downgrade from it's Scrappy Ability.
With Parental Bond; it's only move to hit Ghosts is Sucker Punch; which if expected; is easy enough to play around.

....and after catching up with the last page full of comments, I feel compelled to chime in with one very important piece of commentary:

DUMBING DOWN THE CHALLENGE FOR YOUR GYM LEADERS IS GOING TO DISCOURAGE PARTICIPATION IN THIS FORMAT.

Rather than boosting your leaders and alienating Smogon fanboys, encourage your leaders to think outside the box - to improve upon their teams. A gym leader should be testing a challenger's knowledge of the type; not overwhelming them. A concession is already offered in the form of a wildcard.

Let's use Stealth Rock as an example for this, since it has been declared a target of the bans. Part of the test for Fire/Flying/Ice/Bug gym leaders would be to build a team that can stand up to the challenges they will face in Stealth Rock. Fire gym? Infernape and Heatran; Torkoal with Rapid Spin! Flying gym? Gliscor and Sigilyph; the flying type also has Defog now. Ice gym has it the roughest, but still has Mamoswine and a capable spinner in Cryogonal. Bug type? Scizor and Forretress got that s**t on lockdown.

Oh, and since I take too long to post: a Parental Bond Kangaskhan user could build with Crunch to acknowledge the Sucker Punch prediction... or they could do what I would do: use one of their other five pokemon. If I'm building a Normal team, I certainly intend to account for Ghost types. I've been saying this for years, but I'll say it again: don't try to develop a pokemon to be a "one 'mon fits all situations" pokemon. It will narrow your battling style and inhibit proper team building.

It's all good. Just trying to post here was kinda intimidating. I quit competitive battling in Gen IV so I couldn't really comment on anything.

On that note. I have extra helioptile. One with HP Ice I think. Most of them are 5IV missing ATK and the HP Ice one is 5IV missing SPD but the speed IV is 24. I think I also have a 6IV one.
