Visit the Throwback! Spring Party! forum.
At the top of the forum you'll see threads hosted by [NPC]s. They're official contests.

The Forum Event Prizes on the front page were participation prizes. Those contests are over. You can only get those items from other users now (marketplace).
But you can join the current contests. Maybe one (or more of them) will give out participation prizes too.

There are no tags to find this in the MP. The Grant on the event page says the event is "no longer active" and when I clicked the link to the event forum, I was awarded the grant. ??
