The only way to enforce ToS and rules on the forums is sadly if you have have direct authority as in moderation powers.
Other than that people are just going to troll you over your lack of ability to control anything and you're just going to end up sucked in a heated strife.
As for new players you must understand that people who know how to play seek others of the same class.
Why?
It's so they can make progress on whatever they're doing.
They're not always rude to the new players.
They just want a steady crew to get things done faster and easier.
They could be helping new players when they're not busy with anything at all.

You are right in all of this but what if you run into someone you crew and they want to for example smob/smeb and this is their first time, you might as well teach them because you would a person who knows how to do so afterwards

Well I would teach that person how to sMOB/sMEB.
Why?
I am not a greedy gold whore and frankly, I hate currency it does nothing but invoke sins.
