Males are the ones that will raise their female young in the Kelpie race. Unfortunately, when the baby girls grow to adult they no longer acknowledge the ones that raised them. Females are independent and highly aggressive that the male kelpies generally keep far away from them as possible.

Yes, but only till they are an adult. Females raising young are not so much devoted leaving their babies in foster care of their mates or lovers. Essentially, they think on the level of their deity knowing more will be born. If the child can not raise itself to be aggressive or otherwise independent then it has no reason to be called kelpie let alone a female.
