When I find myself in scenarios where I don't know what to do, I think "What sort of thing would spur my character into action right this second?" and then I usually do it. Generally something to cause a fuss (good or bad) that will also attract the attention of other characters. Character falls into a fountain, something gets set on fire, someone lets loose a flock of turkeys, whatever works.

Indeed. But yeah, I think what helped me the most in overcoming writer's block in an RP setting is that I started thinking of it more like you're doing improv on a stage. If something isn't working, make something up that does work. Doesn't matter if it's mundane or ridiculous, it just needs to move things forward.
