I love the request on its own, but I have two problems with it sadly :c

1) I adoooooore art nouveau styled art, and often have attempted to draw it. But unfortunately, I always end up doing epic fails.
2) I can't draw backgrounds v_v

Seeing the nature of your request, it would be unfair of me to accept since I am far from capapble of doing a proper job, hence why I'm declining...

I know a pretty good "art nouveau" artist if you'd like? She's pretty good at making intrinsicate designs in the style.
