I suspect it just reactivates. It'd be pretty unkind of them to delete the images. It's already pretty shitty of them to deactivate them. Photobucket was trusted for a long time for the way it ran. They should have just taken more ads or something, in my opinion.

I see that photobucket has installed something turning images in "inactive" accounts into...well, crap. What a failure in their system. Not everyone visits every 90 days to check their account. What if you just didn't have anything to upload in it?
