Here it is:
Jaden Derrik is of one of the few of the shark-clan left of the underwater world. On land, he will obtain legs, but if he gets wet, his tail and gills will reappear. He slipped on a newspaper on a sidewalk and went reeling into a puddle from the rain of the former night. He was discovered by a scientist who tracked him down, captured him, and put him in these shackles to keep him for study.
