It's Kelp o'th' Loch, found in La Victoire, the Gaia Cash Shop under Evolving Items. The 4th Gen costs 499 Gaia Cash and evolves every 2 weeks. First stage isn't very interesting, second stage is the small horses, third stage, the horse I have equipped. And I guess after that comes the stage, where you can ride the horse around the towns. If you want to find other Gens, you have to check the marketplace for them, but they are expensive.
