Assess your market before you start. First, choose an appropriate location. Unless you have highly specialized and (extremely) expense equipment, there is no way to tell if your pet rock is a boy or a girl. You would also have to know how to use that equipment. Not many people have had the education, training and experience using that equipment to use it properly. Don't worry. There are still a few ways you can tell if you have a boy or girl pet rock.

Make an effort to visit the New Jersey area so you can experience the accent firsthand. Visit multiple areas of the state to help you access a wide range of dialect differences. Take a recording device if possible and recording random conversations so you have a frame of reference.

Watch movies where the characters have New Jersey accents. Many accents will be overdone because of the dramatic effect, and many mob movies also utilize a stereotypical Jersey accent. However, you can still get a good idea of how some of the language is used in that region. Passing an inspection to rent to Section 8 tenants in New Jersey is the first step.
The U.S. Department of Housing and Urban Development in conjunction with the New Jersey Department of Community Affairs offers Section 8 rental assistance to veterans and very low-income families. The New Jersey Department of Community Affairs will pay the landlord the going "fair market rent" value of the apartment. The amount will vary from city to city and there are certain procedures that must be followed for your property to qualify for the program.

Maintain the upkeep of your property. Be sure to keep your property safe and updated with repairs that can qualify your property under Section 8. The U.S. Department of Housing and Urban Development requires each property to have smoke detectors and fire extinguishers. Visit your township offices to determine if there are additional requirements, which may include number of tenants permitted to live in the unit, screen windows and type of locks on the doors. The New Jersey Department of Community Affairs is required to inspect each unit and will give the landlord a list of necessary repairs.

Determine the reasonable rent amount for the property. The government determines the rent prices under the standard called "fair market rent" or FMR. The rent amounts are calculated each year by HUD and the amount will depend on the number of bedrooms and the county where your property resides. The tenant will pay roughly 30 percent of his adjusted gross income for rent; HUD and the state will pay the rest.

Begin the registration process with the local Public Housing Authority. Inform the Housing Authority you are interested in renting to tenants with Section 8 vouchers. Legally, the landlords must register the name of the property owners and other persons or businesses that work for the company. If the owners live outside of the county, a representative must be appointed who can collect rent, provide receipts to the tenant and act on the owners' behalf in case of an emergency. Provide all of this information on the application and post it within the residence.

Select a tenant. The New Jersey Department of Community Affairs will provide a Tenant History Report, but it is the landlord's responsibility to locate a tenant. The Tenant History Report will contain information concerning the applicant's current and previous landlords and rental history.

Sign the lease. The landlord must ensure the lease is consistent with the state and local laws. The lease cannot exceed the fair market rent value.
