For a generation, above-ground pools were the family entertainment centre - enjoying years of summer fun and sharing great times with family and friends. Above-ground pools are now on the comeback trail as advances in design have made above-ground pools more innovative, convenient and cost-effective than ever before.
When a pool or spa is being constructed or altered, a principal certifying authority (PCA) must supervise all works. Berrigan Shire building surveyors are qualified to act as the principal certifying authority, and are responsible for ensuring that new and altered swimming pools and spas comply with relevant Development Consents and Complying Development Certificates. The building surveyor must ensure that all necessary requirements are met before issuing an Occupation Certificate, under the Environmental Planning and Assessment Act 1979.
The issue of who installs and maintains the safety barrier during construction depends on who (if anyone) is on-site and who has responsibility for the building work. If you are living on-site, and have engaged a builder to construct the pool then they will have responsibility for installing the temporary safety barrier and maintaining the barrier while they are on-site. You will have responsibility for maintaining the barrier when the builder is off-site. Discuss this with your builder so that you are both clear on responsibilities and request a clause to be included in the building contract.

The eyebolts are secured by tension only - they are not screwed or bolted into place. The eyebolts simply drop into the hole, and the tension of the cover pulling sideways holds the eyebolt in place. The eyebolts remain attached to the cover, so that when the cover is removed from the pool, there are no fasteners left on the timber deck to trip on. In the past, people preferred their pools in the ground so they could use saltwater chlorinating rather than chemical chlorine. Salt pools are much easier and cheaper to maintain and the water is more pleasant to bathe in. Today, however, aboveground pools can be constructed using resin supports so it is perfectly safe to use salt in these types of pool.
