Rorschach's philosophy is flaud.
He believes that there is good and evil and that evil must be punished no matter what, but he does this by murdering people which is against the law and evil. There for if he truly believed that he would kill himself.
Noir however takes that philosophy and uses it correctly, by working for the government, working within the law. True good.
He doesn't murder people.

1.5. If you are going to say "just to shoot people in the knee" that's just as illegal as murder so whats the difference, its still breaking the law, and if he is doing it with government liscence-the government would just as easily liscence him to murder depending on the target. & if he had a liscence...it wouldnt be breaking the law, soooo....he could avenge atrocities without remorse.
2. If he works for the governemt as a last resort best of the best, then he would have to kill people-Noir doesnt share the same mercy as the judicial system I'm sure.
3. Rorshach killed fat men who raped little girls and fed them to dogs. I see no evil in that, I see unconventional justice. Just because it's outside of the law doesnt necessarily mean it's wrong. Noir must be blind to assume that this is so.

Government=Corrupt.
Everything is corrupt, philosophies are flawd, but that doesnt mean good cant come of it. Rorschach is just fine in my book.
