I went to a couple forums and found this information:

1 cash = 60 gold

You can use it in the RL store, but I hear you can't get much with it.
It takes 250 cash to buy a monthly collectible.

You can buy 500 gaia cash for $5

Yes. Just in the stores though, to my knowledge.

It tells you in an annoucment that you can only use it in gaia stores and that you can use it as gold purdayy much. :]
