Some Physical Trait Suggestions for Human Side if Starting as a Pokemon: Blue hair in pigtails or other childish hairstyle (Intrigued by such), Skinny and always in a bathing suit
Personality: Very Friendly and willing to take with any pokemon, Very trusting of others, Most Human will have problems talking with her, as she is frightened by them but can be persuaded.
Strengths: Swimming, Hiding
Weaknesses: Naive, stubborn, overly trusting
Future Plans for Character or Any Extra Info: Very into swimming, doesn't like to ever leave the water

History:
Aqua was hatched in captivity and, being the runt of her clutch, was kept for study and to put into the Aquarium to amuse the masses at seeing a rare dragon type. She mostly kept to the back of her environment, fearful of the large creatures that tapped and pounded on the glass, trying to make her move or perform or do something other then hide under a decoration in her tank.
Quiet children, though, kept her curiosity, although, she didn't move to see them, seeing many children ready to pound on the glass. One Child though, A little girl named Sarah, kept her interest and was found many times in front of Aqua's tank. Sarah had begged for months to free the small dratini into her care but failed each time. She inadvertently named Aqua during one of her attempts to get the aquarium to hand the dratini over, calling out, "Aqua deserves to have a life without fearing humans pounding and tormenting her into the corner she will probably will stay in for the rest of her life!"
For many months before Aqua ended up being taken, Sarah volunteered to work with Aqua, trying to find a way to free her..but by the time Sarah was ready to set her plan into motion.....Aqua was gone...

DRATINI (All information brrowed from Bulbapedia)  In the anime
Dratini first appeared in The Legend of Dratini. The Warden of the Safari Zone was protecting the Tiny Dragon Pokémon. The episode was banned from English-audience due to excessive use of a firearm.
Dratini was also in Beauty is Skin Deep. This Dratini belonged to Clair and Team Rocket wanted to steal it from her. Clair's Dratini evolved into a Dragonair at the end of the episode.
Trivia
Dratini's prototype name was "Dragoon," meaning a European military unit, but was probably used as a play on the word "dragon."
There is a Digimon that was mistakenly given a dub name based on Dratini's name. The English writing team for the Digimon 02 dub were having a chat with fans and asked for ideas for the name of a Digimon that would debut in the last episode. One of the members attempted to type out "Dratinimon" (either as a joke, or out of not understanding copyright laws) and mispelled it as "Datirimon". The name was ironically accepted and used in the show as the localized name of Pipimon. [1].
Origin
It appears to be based upon sea serpents or lóng, traditional Chinese dragons who bring good luck.
Name origin
Dratini's name appears to be a combination of dragon and teeny, meaning small. Despite this, it is fairly large for a Pokémon, being nearly six feet (1.8 meters) in length. Its Japanese name, a combination of miniature and 竜 ryū, dragon, has a similar meaning.
