A fortified building in its own right, it is the head of the gov for the village. The Kage even lives here, for easier access, or maybe for better defense. Never the less, it has a couple of secret passage ways only a select few know about.

Recently installed where chakra powered automated volley guns in the hallway leading to the MizuKage office. Covering the door itself. the guns are hidden in the walls at opposite ends of the hallway and can only be activated by an ANBU member of the Village hidden in the mist or the Kage himself. Beyond that only two other peole can activate the weapons to defend the office. Another is built into the desk facing the door, meant for an on point defense, due to assination attempts on kage's past.

The outer building also has volley guns. Unlike the indoor ones that fire in a predesignated spot after being infused with chakra these operate more or less as they should.

Walking up to the Mizukage's office, Kaoru walked into the door, knocked a few times, and placed his hands back in his pockets.
He handed over a piece of paper that held the details of the Takumi Village's treaty and their terms for accepting.
Kaoru's Kubikiri Houcho was still strapped to his back, he rarely went anywhere without it, as it was a sign of his status within the Village.
"The Mission was a success." Kaoru said. He wouldnt elaborate anymore than that in case someoen overheard, since the mission was completely off the records and completely secretive.
With a bow of his head, he waited to see if the Mizukage would ask him anything else, before he made ready to leave.

Kaoru knew where the real order for the missions was, thats why when he wrote the report, he included several patches of intelligence intended for those higher ups.
Even the Mizukage would grow suspicious of ninja leaving and returning without a reason why, so it was simply easier to present a report of a mission half written in code so it could be deciphered into an entirely different report.
Kaoru probably didnt even half to go through the trouble, the Mizukage could either be an unwilling unaware puppet, or be fully aware, but either way, it would seem strange to some others if mission reports were never given to the Mizukage, so some semblence of normalcy must be observed.

Kaoru Kugashira walked into the Office of the Mizukage, not caring the looks others gave him when he took a wrong turn.
He stopped in a hallway off the beaten path, and sat down, taking out a sketchbook, and began sketching the layout of Sunagakure.
Everything from the location of where the Kazekage is located to where the SHopping Districts were, the housing districts even the Ninja Academy.
When he was done, he placed it in an envelope and waited for the predetermined ANBU to come and pick it up.
It was another mission accomplished for Kaoru, he had Kubikiri Houcho resting against the wall next to him, its massive length displayed as he sat there.

Kaoru stood up and left with his sword, headed back towards his apartments for a nap and word on a new mission.
