I have a handful of plot ideas for both campaigns. My first one is a post-modern, apocalyptic bent on character development through balancing moral dilemmas and self-preservation.
It would use the d20 system and people would start at level one with resources limited to a little less than a weapon, some food and a choice of medical supplies, extra ammo or special equipment i.e.; Geiger counter, functional laptop or radio.
Set in Chicago after covert warfare, economic collapse and disease/famine has shattered society. Light on the mutants, mostly dealing with various environmental hazards combined with hostile humans.

Second, the D&D campaign would consist of orcish bandits, dead royalty and menacing fey, while ultimately leading to a would-be-demon-lich attempting to subvert the world and become a god. Simpler motivations, but richer setting and world.
D&D 3.5 at first level with standard character creation with an extra magical item of up to 1000 gp value.
Mostly dungeon crawling with a smattering of investigation/espionage and political intrigue.

A post-apocalyptic one it is!

Alright, as stated, this is going to be a standard d20 game, using the d20 rules, which are much like Starwars, or D&D. Here is a link that will explain the entire system, along with the class features and equipment.

No one actually starts with equipment, as everyone is in a bomb shelter, so everyone has a pool of stuff.

There is enough food, water and vitamins for everyone to live for several years and some basic weapons, such as crowbars and bats. There is one 12-gauge shotgun with twenty shells and a .38 special with thirty rounds.
Beyond that, no one has any gear of any sort, beyond a back-pack and the clothes they have on hand.
The bomb shelter is owned by a farmer who was paranoid when "the Russians were coming" and never took the basic supplies out of the place. He did get a couple people inside before sealing it shut, which was at the first signs of the Plague.
