We don't have enough knowledge of how the human brain works to know when we first feel with our nervous system, however, it's been pinpointed at the end of the second trimester in some, the middle of others. We don't have the technology to tell; the human brain is virtually uncharted territory, were we learn new things to contradict what we thought every day.

The notochord is in before 3 weeks I think; that'll become the brain and spine, I think. There is currently no way to be sure. We do know that fetuses react to different tastes and sounds as early as the second trimester. When a fetus can react to stimuli, it means it can feel. Even if it is a mere reflexive movement, something inside had to trigger it. It's part of you PNS, not CNS, it's an actual involuntary response. You can only respond if you can feel, however.

It's got the neural tube by day 26 at the latest (end of week 4), it has recognizable brain waves by week 6.
