Of course! I think I've got it!

The Sniper is under the control of Vladmir Von Helson!

Each Victim has a motive now!

Johnny K. Gambino: He was Rivaling the Von Helson Twins. It's possible that the sniper saw that if he shot Gambino, the Tower would Fall. Since the sisters prefered being Socialites over being Vampires, he decided to kill two birds with one stone, wiping out the families Rivals, but at the same time killing the sisters, allowing them to unlock their full potential as vampires.

Edmund's Shooting has an obvious motive as well, he's actively opposing the Von Helsons, so his attack is just to get him out of the way.

But Ian's attack was a snag. I couldn't connect him two the other two victims. That is, until now. Look at the Story page. Two of the Wallpapers clearly list the name "Von Helson"

Ian's wallpaper does not. It's been said that his last name would be of importance, and he has no other reason to be in a set of Von Helson userbars unless he is a Von Helson himself!.

The Sniper was trying to kill him, but not out of spite. He was trying to turn him into a vampire!

If what happend to the twins applies, he'd die, then be retrived at a later date, reanimated as a Vampire. I'm guessing Vladmir and Louis have already had this happen. (The Western Wing shows signs of a struggle. It's possible he was murdered there by Vladmir. He then abandoned his family. That's what died twice must mean! He literally died, then he "died" in the eyes of his family.)

So that must mean that the sniper is Vladmir! Or someone related. It would also explain the focus on Durem, and the reason he's cloaked. It's not just to hide his identity (No one would see him anyway), It's to block the sunlight!

Interesting,
I personally (as I posted in the Think Tank) believe the Sniper is Vlad - although, now I'm starting to think it maybe Louie - either way, I do believe a Von Helson is behind the shootings.

But how does Louis fit into it all? Do you think he's 'with" his family or against them?

I think Louie is against his Family.

You see, Vladmir wants his children to die, so they can be revived as vampires.

Obviously, Louis and the sisters were a bit against that.

Louis was killed first. He wasn't in the public Eye, so Vlad just killed him the old fashion way.

Sounds like a fight took place, Right?

Apparently Louis and Vlad got into a fight, and Vlad one. Louis was revived. But Louis refused to serve his father so he was disowned. Hence "died twice".

The Sisters were in the public eye. Not wanting to leave the Gambinos to take over, and not wanting people to think that they were simply murdered (which would cause a huge scandal) he indirectly killed them with the tower. They, being daddies girls, and obviously believing Gambino was responsible, obeyed their father. Louis, being directly killed, did not.

Ok Cube, your Theory is good but I differ on one point. Vlad is not The Sniper neither it is Louise Von Helson. In my opinion Zhivago is The Sniper (The Silver Hair Guy). I think that the fight in the Spire was not Louise against Vlad, in fact I think it could be other thing around... Maybe it was Louise or Vlad turning into a Vampire and he was struggling against himself trying to fight the change inside his body.

It's probably Zhivago, you're definitely right.
The falling guy looks just like that picture.

As to an internal struggle like that wrecking a whole area like that, that sounds a bit more werewolf-y.
Vampires still maintain total control of their minds, so a huge struggle like that seems unlikely.
