Let's get this straight people, not everyone will be an Uchiha, Hyuuga, or "Gaara's daughter/son". Not all the people here will be related to canon [original] Naruto characters. We don't want our guild to be filled with these people. We want new unique characters will a unique storyline. We also don't want people to know all these forbidden jutsu out of no where. It's extremely noobish and annoying. These rules are again, so we don't have God-Moding idiots. Again, read EVERYTHING.

Starting off with clans. What is a clan? A clan is a a group of people regarded as being descended from a common ancestor. But not only in Naruto are they all just related, they all have a particular traits, or a bloodline. Throughout the world unique jutsu abilities are passed down from generation to generation. Some abilities are passed down through genetics (bloodline), while others are skills and abilities only known to those in the clan.
Examples are as followed. I will only allow a certain ammount of people to be in certain clans.

Blood Relations
Not everyone will be related to a canon such as Kakashi or Gaara.
Each Kage will be numbering the people who will be in certain clans, along with being related to canon characters. Bloodlines will also be limited. So Kages, be wise with your decisions. This is the reason why you were chosen for the job. ON TO THE JUTSU! [See next post.]

Forbidden jutsu or Kinjutsu are forbidden for a reason people. They are either extremely difficult to master, extremely dangerous, or the user needs a certain ability to execute the jutsu. That is why a limited number of people will be able to know these jutsu. We will also limit S and A ranked jutsu. Not everyone is a badass who can kill noob Genin by looking at them. The same goes for people knowing Kage Bunshin, Rasengan, Chidori, or the Eight Gates.
These jutsu are forbidden. That doesn't nessecarily mean they can't be learned, but for the most part they can not be pulled out in every battle or spar that you're in to pwn your opponent.
