Japanese universities are very difficult to get into, even harder for foreigners.
I don't know all the regulations by heart, but I know several people who studied in Japan for an academic year, one in a non-American accommodating university, and another on study abroad programs.
For international transfers, you have to usually pass the JPLT' most difficult exam, which is level 1, I believe. Japanese universities usually do NOT accommodate foreigners who do not speak Japanese, so proof of fluency is needed, and therefore taking that test is mandatory.
Also, I believe foreigners have to take the competitive exams as well for placement.

But if you're looking to do foreign exchange, usually a lot of colleges have exchanges with universities however, so it's easier in that way.
But the thing is that if you're doing such exchanges, I don't think you're considered the same as a student attending the university, but a student of language and culture or something.
Not positive on that, but you should check with the college you are attending for more information, and see what colleges in Japan they do exchange study-abroad programs with! Good luck with your endeavors. biggrin

The sentences below are taken from the Grammar Section of the JLPT (Japanese Language Proficiency Test) Level 4, 2004 Exam. These sentences were presented in the exam with one word or particle missing and the user had to select the correct answer from 4 choices - ie multiple choice. I have typed out the sentence (including the correct missing segment) below, and then translated the sentence into English - so that students can know the meaning and then work out how the Japanese grammar is used.

Only kanji from Level 4 are used in all sentences below.

If you're worried about the difficulty of being accepted into a Japanese university: Try foreign universities situated in Japan. =3

Personally, I've done alot of research for my own education abroad & found I could earn a minor in Japanese language and also earn my Bachelors degree, while being comfortable speaking my current little Japanese. (Of course I plan to study more Japanese in the year I have left.)
