I asked Fred-Rin that. He doesn't even really know. He said it was to repersent the weird crap you can buy in Japan, and how no idea what it does. He also said it might play a part in the story.

No one knows what it is, so most people use it to represent some of the weird stuff you can find in places like Japan. It hasn't been seen though since like the second book. I'm starting to wonder when we will see it again.
