The StarFleet Headquarters and Academy was the brain child of Head of State Tahiri Veila Panjirinanu and Selonian architect Reliq Tarn to provide a home for the Galactic Federation StarFleet and a place for the training of new officers. The plans were placed before the Federation Council, and after an almost unanimous vote, the plans for the Academy were approved. After StarFleet Command approved of the plans, the Academy went onto a queue of projects to be built. Head of State Veila Panjirinanu subtly pushed to have the plans moved forward. The location of the old navy headquarters was selected and construction soon began.

The Galactic Federation Restoration Committee voted to put more resources into the Headquarters and the station was completed after half a year. After the superstructure was inspected and approved by a series of Federation tests, Head of State Veila Panjirinanu hosted a ceremony to inaugurate the station, and welcomed the first class of new students into the Academy. She reorganized StarFleet Command and moved their headquarters from the planet to the station. After Tahiri Veila Panjirinanu stepped down from the Head of State position, she was appointed Fleet Admiral, and an office was set up for her aboard the station.

Flag Hanger

The shuttle carrying the Fleet Admiral landed in the Flag Hanger and begun the cool down procedures. Waiting for the Fleet Admiral were the honor guard of the station, the station's commander Admiral Dayakka Bachika and his second and third in command. Drifting not too far out of view, the Polaris was engaging its engines in order to return to the Nonua System to contribute to the system's protection. Once the cool down was complete, the ramp descended and the Fleet Admiral appeared at the top, a bandage visible on her head. She quickly descended the ramp and was greeted by Admiral Bachika. They spoke quick words and then started off toward the station proper. Fleet Admiral Veila Panjirinanu told Admiral Bachika about the battle, including the destruction of the Pride-C and the death of Captain Neville. She then informed the Admiral that she would need the design crews to meet her in the quarters set aside for her so that they can design a replacement for the old flagship, which will be named Pride-D. The Admiral acknowledged and, with his entourage, left to alert the design crews that the Fleet Admiral wanted to meet with them.

Main Briefing Hall

The Fleet Admiral and the many warship designers spent several weeks working on a new design for the flagship of the Galactic Federation's Armada. A few of the scientists from the R&D Division joined the team and introduced some new technology into the design. After the few weeks of work, the designs were completed and Tahiri was prepared to bring them before the War Council.

War Council Chambers

Tahiri presented the new flagship before the War Council and called for a vote. General Gavin Lorian requested the necessity of a specialized flagship for the navy and stated that while the navy was received many new updates, the army was not. Admiral Silverfang, present via hologram, responded that the navy saw more action than the army and that without the navy, the army would have little chance making it through the planetary naval fleets. And more times than not, naval marines were the ones making landings on planets and ships. An argument ensued while Tahiri fought to gain control of the situation. Finally, she quieted the Generals, then shot a silencing glance at the two Admirals. Tahiri stated that the fleet has been the center of the Federation and the Empire before it, and that would continue. There was a grumbling from the Generals, however, only one of them agreed to the warship, which was enough to topple the vote in favor of the ship. However, a deep fault was discovered in the way the war council functioned, and an emergency meeting would need to be called with the Head of State.

There was a ring at the door which caused the Fleet Admiral to look up from her work on the new fleet statistics. "Enter," she said, rising. An Ensign come into the office and handed her a file containing a datachip. "The Head of State's office requested that I deliver this personally." Tahiri nodded and dismissed the Ensign. Then she put the chip into the player and watched the message from the Chief Head, the position directly under the Head of State. He reported that they have not heard anything from the planet Atenu, in the outer rim on the border of Federation and Wild space. She called up base reports and typed in Atenu and waited for the planet to come up. When it did, she sent a message to the station in charge of the planet's defense. There was no response, and she tried again. Again, no response. This troubled her greatly. She raised the Fifth Fleet destroyer Wandering Spirit and transmitted orders to take its support crafts and investigate the loss of contact with Atenu.

It had been almost a week since the ship Tahiri had sent to Atenu had responded about the situation with the Outer Rim world. Attempts to contact the ship or her escorts resulted in no responses. Now the Fleet Admiral was greatly disturbed as neither the planet, nor the defensive stations, nor the warship dispatched to investigate were responding. She would have to go investigate this situation herself. As she was preparing to contact one of the warships orbiting near the station, her desk communicator blinked with as message from the orbiting shipyard. She read the message and, nodding, sent a response message to have the ship made ready to fly, then she requisitioned from crew from the orbiting vessels and from reserve. She contacted the Captain she had selected to replace the Captain lost with the Pride-D and told him that he was being reassigned, like planned, to the new flagship. As she was preparing to leave, she noticed a message from her daughter, Captain of the Rembrant-Class destroyer Endeavor, currently assigned as an envoy to the Terran Federation. She was requesting back-up for a battle that the Terrans would be engaging in and provided coordinates for the fleet to wait. Tahiri transferred orders to the Eighth Armada, currently stationed at Janto Prime, to relocate to the provided coordinates and await further communications from Captain Panjirinanu. Then she programmed her computer to forward all messages to the communicator in her office on the Pride-E. Finally, she left her office for the hanger, where she would catch her shuttle over to the shipyard.

Flag Hanger

The shuttle belonging to the Fleet Admiral navigated into the Flag Hanger, reserved for the personal crafts of the Fleet Admiral, Admirals and foreign dignitaries. Currently, the Fleet Admiral was landing in it in a service transport. She walked down the ramp after the ship finished its cool down procedures, wearing her Fleet Admiral fatigues. She crossed the hanger and waited until the transport left to activate the door's controls. Stopping in the outer office of the Flag Hanger, she registered her arrival on the station and headed to her quarters on the station to rest for the time being.

After a much needed 'fresher break, Tahiri dressed in her uniform and headed to the communicator in her quarters. She checked the time in the capital city, then sent a communication to the Head of State's office. Moments later, Tomas Jirun, current Head of State of the Galactic Alliance answered. Tahiri had been expecting his secretary to answer, so she was caught slightly off guard. "Hey Tahiri, what can I do for you?" Tomas, a personal friend of Tahiri's since they were children was beginning to look his age. She notices new creases in his face and around his eyes. But still, seeing her friend did bring joy to her day. "Tomas, I was wondering if you could come up to the Academy. There's an issue I want to discuss with you, if you have the time." Tomas looked off screen, probably checking his agenda, Tahiri thought, then returned his attention to her. "I have a break today after lunch. I can come up there for lunch and then we can discuss whatever you had in mind." Tahiri checked her chrono and silently cursed to herself. She had already been up for fourteen hours and lunch was in another hour. But, her life had always been a busy one and so she nodded to the Head of State. "Sounds good Tomas. I'll meet your shuttle in the Flag Hanger in one hour." The Head of State nodded and closed the channel. Tahiri slumped down on the spartan couch in her quarters and sighed heavily. Here we go again, she thought to herself.

Fleet Admiral Tahiri Veila Panjirinanu was waiting in the Flag Hanger as the shuttle carrying Head of State Tomas Jirun touched down. After the ship ended its cooldown phase, the ramp descended and Tomas joined the Fleet Admiral. He examined the hanger and made a noise. Tahiri looked at him quizzically. "I thought the honor guard would be here to meet me." He erupted into laughter, soon joined by Tahiri. "Nah, we only bring them out for important people." He looked hurt for a moment, then started laughing again. They headed to the outer room of the Hanger and Tomas registered his presence on the station. Then they started off toward the Fleet Admiral's office.

The Fleet Admiral and Head of State entered her office and sat at the desk and the chair facing the desk respectively. Tomas leaned back and put his ]feet up on the desk almost at the same time as Tahiri did. They looked at each other and laughed to themselves. Tahiri ordered lunch for them in her office and then exhaled. It was Tomas who spoke first, "So what did you call me up here for?" Tahiri shifted her eyes for a moment. "Earth." Tomas smirked. "Yes, I know it. Blue planet. Humans much similar to us...well, me. What about it?" Tahiri tried, but failed, to repress a smile. "Well, I've been thinking a lot recently about my second home world. Most of Earth's governments have abandoned it. First Nova Armada left, then Raven's Federation. The Terran's Federation left next for Gallonigher, and then the Phoenix Deterrence Navy left Earth and reappeared recently calling themselves Gallia." Tomas interrupted her. "Your husband's government?" Tahiri half-nodded. "My estranged husband, yes. As I was saying, there's no major government on Earth right now." Sitting forward, Tomas nodded. "What's your point?" Tahiri called up an image of Earth and projected it from her desk. The planet revolved around on her desk and began to change, showing population centers and the like. "I think we should annex Earth."

"Annex Earth?" Tomas sat up straight almost instantly, surprised by the comment from the Fleet Admiral. Tahiri, expecting his response, was unaffected by his reaction, and merely nodded. "We already have control over Jupiter and secret mining operations on their planets of Saturn and Neptune. Taking full control of the Sol System would make complete sense." Tomas almost seemed to clutch his chest as he thought of the implications of this action. Though it did make sense if no one was claiming the capital of the system, then someone with control of the system should. But Earth was the figurative Jerusalem of the galactic world, with several organizations claiming it as their home world. He deliberated over the idea for a few moments then shook his head. "I can't decide if this is a good choice yet. I need to think about this for a little while." Tahiri nodded, fully understanding his position. "I need to seek out Gallia and my husband and find out if they have relinquished control of Earth. I also need to discuss a few things with him." Tomas nodded and barely managed to squeak out, "A new treaty too." Tahiri rose to escort Tomas out of the office and back to the Flag Hanger.

Tahiri stood in the Flag Hanger watching the Head of State's shuttle taking off and considered the next step in annexing Earth. Well, she thought, I could start by visiting Ecks and the Terrans and talk to them about that. She returned to her office in time for a Private to deliver the meals she ordered. She sent one back, and ate hers, thinking about how to contact her husband and Gallia to find out if they have dropped their claim to Earth.

After a nice sleep and another good shower, Tahiri sat at the terminal in her room and reviewed the files that had been accumulating there since she last checked them from the Pride. Mostly ship reports, a few border skirmish reports, and some requests for new supplies, which she approved and sent on to the supply division. Then she got up and stretched, sighing heavily. Glancing at the comm, she secretly wished she could just retire, but the Federation needed her otherwise they would fall apart. She hit the button on the comm and raised Captain Antilles on the Pride. "Prepare for my arrival. We'll be departing for Terran space. I need to talk to Ecks." He saluted and closed the communication. Tahiri sat down on the couch in front of the comm and closed her eyes for a moment, then stood up and quickly changed into her uniform. Never any down time for the Fleet Admiral, she thought to herself as she strode out of her quarters for the Flag Hanger.
