I really think it could be the third Kazekage... Think about it. Body was never found, he was really strong, mmm. Very interesting don't you think.

eek!! I am so sorry man but..."After he brings out his Third Kazekage puppet, Sasori uses its Iron Sand to attack and overwhelm Chiyo and Sakura. To try and combat the Kazekage, Chiyo brings out the puppets of Sasori's parents that he left behind in Sungakure. Although Chiyo has since equipped them with extra weapons, the Kazekage's abilities quickly disable the two.

I'm pretty sure it's a new character, that's the leader. I have a theory thing why it's not Madara in the other thread about the identity of the leader.

Neji...no Hidan and Kakuzu were dealing with Shiki, Chouji, Asuma, Ino, Naruto, Yamato, and Kakashi primarily...but I am thinking he might have showed up right at the end...hmm...let me think...nope, cause it was Naruto and team 7 that showed up later...thats all...
