Well I never thought of him has truely evil but I can't picture as a really good guy either.
But if he never joined we most likely won't seem him often as they don't show another villages as much (only somethings when the main characters are on missions and after the missions you would rarely see villages like The rock village,Mist village,ect..).
So i'm glad he joined, him and Tobi bring humor to the manga at times. Besides if he was a good guy or just not part of the Akatsuki he might basically be a different character, different from how we know him now.

IF he had never joined the Akatsuki he would be with me!! LoL. Just playin. Anyway I think he would were some tight pants, and the half fishnet shirt, with his Jounin jacket unzipped revealing his well tone chest and abs. I bet if all the kounoichi saw him they'd ditch all the other naruto guys. But we'd all get there befre them anyway. lol.
