The races that have a bracketed +# next to it are level adjustment. And the ones that say [# Racial Levels] can be stripped of their hit dice, and level in their own race if they so chose to.
Duergar have three options, actually: Regular +2 adjustment, Psionic +2 adjustment, and Racial Psionic Leveling.
But races like Thri-Kreen and Doppleganger don't HAVE to level in their race if they don't want to. And once they begin, they can't stop until they've completed the racial class levels.
Here's the tricky part, though; there are some racial levels where they gain no hit dice. On those levels, they may take a regular core class.

Bigfoot9000 Holy crap... Thats alot of stuff... What is a Scabland half-orc? Never heard of them... I believe they are dungeonscape, could be wrong. I forgot what exactly, but you can pretty much guess that they aren't pretty either.

I play an alienist, I play a Acolyte of the skin, I play a geomancer, I play Prestige classes.
Those are just level 1 choices.
Prestige is A-Ok in my book.

cool, I just have to decide which character i want to make now......Over the last 6 months I have had no one who was willing to run a game so I kept running games, but I have had a ton of character ideas that I wanted to try, I don't know which one I will do though. I shall start looking at books and deciding what sounds exciting to me.

I am confused about templates, mostly because of the level adjustment. I realize that I would still be a level 1, so does it just make the encounter levels higher? I realize that my ECL would be much higher than a 1, so if I took a template and someone else chose not to, wouldn't I be considered a much higher level party member than that other character?

Yes, It makes your ECL higher, but not your HD, challenge rating is set on HD.
You can be a level 1 human warrior with celestial template, counting you as a ECL 5 but you will have 1 HD, and what is that? like, 14 hp? A level 5 creature can make quick ease with you, or even a level 2 or 3.

In my opinions it's pretty much DMs discretion on wether or not you should pitch stronger monsters on a group because one of them is a higher ECL; because then the others who are lower ECL because they have no level adjustment get more experience that usual on a quest. The balances has been tempered with...Don't screw with the balance or i'll set 4 Pit Fiends on you!!!
