Technically, yes. However, we never had access to it as it's rather expensive.
However, you can still do local Pokemon stuffs with the DS's built-in wifi. I had a few battles myself.

One of my friend has a battle like every year he will probaly be there setting it up. If I finish my english games I would love to come play with people.
