Err... that's a hard one to call... not be mean, but he solely depends upon his puppets.. I haven't seen him fight with his fists at all...
He could count as tough on tools of weapon.. more like dangerous.. -chills- like how he uses his puppets to slay people..

Well, attack power isn't the only measure of toughness...
if you've seen his battle w/ Sasori, you know he can take a hit, and still keep fighting.
so i think he counts. ^.^
