No idea who wrote it specifically but it is off the Human Genome Research Institutes's page, at genome.gov read the first paragraph:

"The Administration appreciates that the House bill clarifies that the bill's protections cover unborn children."

The letter is surrounding the current passing of the Genetic Information Nondiscrimination Act of 2007, just passed in the house.

They used the terms, not me.

As we all know, choicers decide wether we're going by medical, legal or even common definition, depending upon which suits them best at the time.
