Sephiroth and Balthier tie
Balthier is just so awesome and witty! Just enough to tie with Sephiroth.
Second would have to be Yuna. It's always great to play the FFX/-2
Third would go to Cid (from 7).

I really loved Kefka. He was so malicious and ruthless in his execution while being funny at the same time. I'd have to give a close second place to Delita in FFT, followed by Zell.
