get me wrong. Sasuke is a cool character, but once is enough.
-When creating a character, you should think about qualities that'll make him unique, not just a typical Naruto Rp PC. He doesn't have to have a dark past to make him interesting.
-Depth is the key
-If you're having trouble, have a look at other characters. Don't copy, them though, just inspire yourself.

Jutsu CreationNow that Kishimoto-sensei has cleared up things in the Narutoverse, we can roleplay more accurately.
Jutsus are governed by 5 elements. Fire, Water, Wind, Lightening and Earth. Dat's correct. So, those are the only elements you can use. Unless you wish to use the compounds. The known ones are Hyouton (Ice, Water + Wind) and Mokuton (Wood, Earth + Water). Feel free to create you're own compound, but you should know that a compound is considered a kekki genkai, so don't bother with them if you already have one.
When creating a Jutsu you must keep in mind the Class System.
Class E Jutsu - Jutsu you learned at the academy.
Henge no Jutsu, Bunshin no Jutsu and Kawarimi no Jutsu.
Class D Jutsu - These will make most of a Genin's arsenal.
Kage Shuriken no Jutsu, Shunshin no Jutsu, Narakumi no Jutsu etc.
Class C Jutsu - These will make most of a Chuunin's arsenal.
Kuchiyose no Jutsu, Nikudan Sensha, Shintenshin no Jutsu etcClass B Jutsu - B-Rank jutsu are Jounin-level techniques. Chuunin and Special Jounin are able to utilize most jutsu at this level.
Kage Bunshin no Jutsu, Omote Renge, Sensatsu SuishouClass A Jutsu - A-Rank jutsu are Jounin-level and forbidden techniques. Some Jounin will develop their own unique jutsu from this level to serve as their "trump card" but these are mainly known to Kage-level ninja.
Chidori, Tajuu Kage Bunshin no Jutsu, Gogyou Kaiin etc.
Class S Jutsu - S-Rank jutsu are the generally forbidden or secret techniques known only to one ninja. Mostly used by Kage.
Edo Tensei, Raikiri etc.

Genin-New Genin can are permitted 6 class D-C jutsu. Genin can't learn new B Jutsu by themselves, However they can be taught by Jounin or if you're lucky a Kage.
Chuunin-New Chuunin are permitted 9 Class D-C jutsu and 5 class B jutsu. Chuunin can learn D-B Jutsu by themselves but will have to turn to a Jounin to learn class A jutsu.
Special Jounin-New Special Jounin are permitted 10 Class D-C jutsu, 7 class B jutsu and 3 class A jutsu in their area of expertise. Special Jounin can learn all classes of jutsu by themselves, but can not learn class S jutsu until they are true Jounin.
Jounin-New Jounin are permitted 10 Class D-C jutsu, 10 class B jutsu and 6 class A jutsu. They can create their own special class S jutsu, once at this rank. You must send your S class jutsu to me. It has to be moderated and generally accepted by the moderator before you can use it. Jounin can learn all classes of jutsu by themselves.

Rank GuidelinesRanks in Naruto are pretty straight forward, but still, I'll take the time to explain them.
GeninA Genin is the lowest ninja rank, fresh out of the academy. They are confined to doing D-C missions and occasionally a B rank (however in Chapters, since I'm nasty, you lot are probably going to end up dieing in an A rank mission, kheyh kheyh.) Once an Genin has completed 5 missions, they can be sponsored to take the Chuunin Exam.
ChuuninA Chuunin is a middle rank and much more experienced than a Genin. They are allowed to do D-B missions and occasionally an A rank mission. For a Chuunin to take the Jounin Exam they need to be recommended by 3 Jounins or complete 5 A rank missions. When you are promoted to Chuunin, you are able to become a Medical Ninja or Teacher.
Special JouninYeah, I didn't think these guys existed either. Once a Chuunin completes the Jounin exam, they are promoted a Special Jounin. Special Jounin have only one area of expertise (Ex, Taijutsu, Katon Jutsu, Interrogation, Speed etc). Special Jounin are allowed to take all types of missions. When you are promoted to Special Jounin you are able to become an Examiner.
JouninA Special Jounin is only considered Jounin until they are more balanced out in terms of Ninjutsu, Taijutsu and Genjutsu. Jounin are allowed to take all types of mission. When you are considered Jounin, you are able to become an Squad Commander.
Special RanksANBUA Special Rank, no you don't get any bonuses, just more challenging missions. There is no exam for the ANBU rank, but you can achieve it by being picked by your village's council.
Saizo ANBU-A Special Rank that focuses on specific country development. The Saizo branch specializes in retrieve important Treasures of Power and researching and collection evidence of Amatsugami. It is not like the regular ANBU due to the fact that ranks Genin to Jounin can be elected as members of the Saizo ANBU, whereas Special Jounin to Jounin can only be elected as ANBU.
SaininA Lower ranking of Saizo ANBU, when you join the Saizo ANBU you instantly lose your current ranking and receive the Sainin ranking. This is advantageous only to Chuunin or Genin
OkaninA Higher ranking of Saizo ANBU, one that has completed over 5 Saizo missions can attain the rank of Okanin. When you are considered Okanin, you can become a Saizo Squad Commander.
