This building is located central to all of the clans and serves as a meeting hall for the heads of each clan. The council chamber is divided into two concentric rings, with the Head Clan table in the middle, slightly elevated.

The Clan Council represents the clans of Gaioh. The Head Clan is an elected position in which the Head Clan has several powers.
*Veto.
*To call a council meeting. The Head Clan will also direct the council's agenda during any meeting.
*Guardianship of the Forbidden Scroll.
Each clan has one vote, plus one vote per ten people in the clan.
First Clan Council Meeting Agenda:
1) Nominations for Head Clan.
2) Open floor for item(s) of interest.
3) Discussion of item(s) of interest.
4) Vote for item(s) of interest.

*Soul came through the doors to the council room with his hands in his pocket. He took a quick look around and spotted Kashin. He gave a light smile and walked over, taking a nice, comfy seat next to him*

The council doors were flung open to bright fog. White smoke billowed forth from outside, filling the chamber with a thick haze. A shadowed outline of one, then three people materialize into being in the swirling mist. The miasma dissipates slowly as the three ninja walk into the building. The three wore the white robes of the Ichijin. Lord Ulwe, Amasat, and Azure had arrived.

Kashin turned towards the doors hearing them fling open. "Abit dramatic Azure?" He turned back around in his seat.

Kei entered the Clan Hall quietly and moved to a vacant seat across from Kashin and Soul. "Unfortunately for us Hids has yet again vanished, Kitsu and myself will be representing Tashu on his behalf." Kei said as he leaned back into his chair.

Kitsu entered the doorway, taking long strong strides. He pulled the next open chair, which happened to be next to Kei. Sitting down, he clasped both hands under his chin and watched the others.

Lord Ulwe began.
"Seeing as all the clans are now represented to some degree, I will now call this council to order. I will adjucate this council meeting. The first order of business is to elect a Head Clan to reside over future council meetings. You may cast your vote(s) as wanted, even for yourself, following the rules of votes stated in the charter (posted above)."
He looked at the other two Ichijin members that were with him, both nodding their heads.
"The Ichijin will vote all for the Ichijin nomination as Head Clan."

Kei looked around the table looking at the other clan representatives aprehensively. As it turned out Ichijin had the most members; so it came down to the Ketushai, if they voted on one clan beside themselves then they could take power away from the Ichijin.
'Well this sucks, Tashu isn't strong enough to take power without the assistance of the other clans' Kei thought to himself as he held his silence and looked to Kitsu. "I suppose we shall nominate our own clan?" Kei posed the question to Kitsu.
