I think they might be a mutation, but being an experiment is a possibility. I don't think it would be a bloodline trait since no one else seems to have his ability and he needs clay to make the techniques work (unlike the Uchiha/Hyuuga, who only need to open their eyes, or Kimimaro, who doesn't really need to do anything to make his work).

Red Moons no im joking, but i would like to ask a question... are his hands a bloodline trait or a developed/original trait? also i feel bad that one of his arms got crushed... crying Hard to say, it could be a bloodline trait or some forum of mutation (Orochimaru has been know to experiment on people but he most likly left the Akatsuki before Deidara showed up). As for talking? I doubt they can talk but in would probly be very hard to keep the teeth in those month clean though.
