can i shoot the guys in the JBA HQ when they shoot at me????it says i cant but it also says they wont shoot me? stressed stressed stressed

Are you talking about the PS2/GC/XB/Wii version or the 360/PS3/PC version?

I don't mean this as an insult, but try staying in the shadows like a real SC and don't be detected at all. If you are seen you can hit them with a non-lethal round. Kills are permited so long as the person is not important. Like don't kill BJ Sykes or Carson Moss. If you are detected by a guard, camera or kill/knock out a guard you will lose JBA trust, so balance it by going JBA during oppsing objectives

By selling Cole Yeagher out to Emile or choosing to expose and execute Lambert.
You also do this in other missions, such as mission 4(train robbery) it may be easier to NOT kill anyone since you're primary objectives are for JBA. In the next mission if you bomb the ship, knock the guards out or vise-versa. In the next mission (Okhost, the tanker mission) you get a pretty even # of objectives, so go for 1/2 and 1/2.

I believe you're referring to BJ sykes and another guard outside by the tanker, where you have to rewire the fusebox? You can simply bypass them by:
1)Knocking them out. Grab, punch, drop down on them, or shoot w/LTL round.
2) Aim your pistol at the light bulb and press L1(non lethal) to TEMPORARILY disable the light. Or I suppose you can pres R1 and wast a round...
3) I haven't played this level, or game, in a while, but I believe there's an object or 2 close by? If you aim perfectly, you can use this object to
A)Smash the lightbulb
B) distract the guards, make them turn around and walk away to investigate. It will distract them and buy you just enough time.
C) knock out the guard.(Assuming the object. If it's a hammer or something, the guard will drop. Empty soda cans won't do anything but scare them/piss them off.
4) I believe going to the opposite side of the courtway and whistling or allowing them to glimpse you and become suspicious then sneak past them will do the trick.
I hope this helps. I know I completed this mission on ELITE, completing ALL the objectives (except the opposing one, send Yeagher to Emile/Lambert), PLUS scanned for finger prints and got profiles on all the important members of JBA (Emile, Moss, Enrica, Sykes, Washington, and Yeagher) without knocking anyone out, setting off alarms, or being detected as an intruder.

they always shoot at me....... but then i learned to hide in teh shadows, shoot them once with non-lethal round, and take them hostage

sorta but by the time i checked i beat the level. and you can kill Lambert!
