I think this time, I'm gonna try to cram as much as possible into the first post, then start using the rest for vocab. Sound good?
This one's very different from Kintarasesa. Still very "pretty", I think, but different. It'll probably have more complex grammar.
Off to reserve........ 6? 6 is probably enough.

Lïtihla basically means "sensible language".
I've decided that the people who speak it call their whateverness Elvuhkï

Phonetics
I don't think my system will often allow for lots of consonants to be placed together, but we'll see.

REDONE THE PHONETICS BASED ON ...uhh. Well, not based on anything, since it came out of my own head and stuff, but I was writing and came up with new stuff. So. sweatdrop

Currently, this is what exists:

VOWELS
a--short a as in "father"
e--short e as in "yet"
i--long e as in "be"
o--long o as in "go"
u--long u as in "boo" (oo)
é--long a as in "fray" [alt + 130]
ï--short i as in "bit" [alt + 139]
(I speak American English. I'm from SC, but I'm not a hick, redneck, whatever-you-call-a-Southern-Belle's-counterpart, or other stereotypical Southern accent. Ah eh ee oh oo ay ih.)

CONSONANTS I used IPA Chart for English to find these values... easier for me to figure out IPA that way. If you think I've misunderstood the IPA, let me know.
C -- /tʃ/ (English "ch")
D -- /d/
H -- /x/ (aspirated CH or KH, ALWAYS pronounced, pretty much always placed right before a consonant. I've got sound samples~)
J -- /ʒ/ (zh)
K -- /k/ OR /ɡ/ .. it's kind of in between? ugh. Pick and go with it is fine. I tend to lean towards just saying the k sound anyway. It might end up being just that. (g/k)
L -- /l/
N -- /n/
M -- /m/
P -- b/p. It's kind of in between. More like a p than a b, much like the k/g thing. Just pick one and go with it, you'll be fine.
Q -- /θ/ (soft th)
R -- /ɾ/ Spanish r (not trilled/rolled, just the r)
S -- /s/
T -- /t/
V -- /v/ but near /f/ when at end of word
X -- /ʃ/ (sh)
Y -- /j/ English consonant Y. Usually placed in front of a vowel, as if it were a modifier. Combines with the consonant in front of it to alter the sound a little. Since you know the Y is always a consonant, you pretty much can figure out by SAYING the word how the consonant will change. IE, D + Y = J, or in IPA terms, /d/ + /j/ = /dʒ/. w007.

I THINK this is it, but I could be wrong. I'll post if I change it.

Grammar

Go forth and make thy nouns plural:
Add "ji" to the end. Except for the pronouns. See the verb conjugation chart for more info. BTW, the hardest one to say is "they (feminine)". Sorry, ladies. Avoid travelling in groups.

Order/Function

Statements: SIVO or SVOI
Questions: OIVS or OVIS

Verbs
Present tense
-iv:
drop the -iv from the verb and add the endings:
ïhl -u..............jihl -ut
dahl -ét..........dahlji -és
ehk -ik......ehkji -ikuj
ehlc -ic......ehlci -icil

-av
drop the -v from the verb and add the endings:
ïhl -u..............jihl -uv
dahl -jét..........dahlji -yés
ehk -il......ehkji -ijil
ehlc -im......ehlci -ijim

éiv: to be
ïhl ur..............jihl urït
dahl ét..........dahlji és
ehk ik......ehkji ikuj
ehlc ic......ehlci il

jav: to be ...followed by an emotion
ïhl ju..............jihl juv
dahl jét..........dahlji jés
ehk jil......ehkji jixil
ehlc jim......ehlci jixim

HOORAY, WE CAN DROP THE PRONOUNS. ( twisted )

Present Progressive ["form of be + ing"]
Use present, or see "Future Tense -- Class 2" (below). They're used interchangeably.

Past tense
vam
Everything else? Put vam + conjugated in present tense.
And that's the Past Tense. Simple past only. smile Don't worry, I still plan to have other tenses.

Future Tense
Class 1: Doubt. Unreliable source, bad conditions, still in planning stages, etc.
drop the -v from the verb biggrin
Class 2: Absolute / near absolute certainty of what's going to happen:
Same as Class 1, then say "bït". In the society, it's generally assumed that the future is completely undetermined until it is the past, so it's far rarer to hear "Class 2," even when you expect someone to be sure. Class 2 borders is often used as Present Progressive XD

It's generally a good idea to restate the subject~ But not required in a clear discussion where the topic is known the entire time. So "pilta" on the writing sample means [someone??] will go. But we don't know who ninja EVEN [TO BE] IS REGULAR. éi. It's as hard to say as ever, and you DO have to use pronouns, but... still. No conjugation.

Passive Present / Impersonal Present
Add -an to the full verb.
Feel free to give me a real name for this tense. It's just the passive voice, but in Lïtihla, it pretty much works on its own. As in... "They were mugged" or "'They' open the store at 6." (Meaning that there is no subject for the verb to take, for whatever reason.)

Commands
-iv:
drop the -v from the verb and add -o

-av
drop the -av from the verb and add -é

Nouning!
CASES
I've decided to make stuff decline. If there are exceptions, I'll note it in with the word... I need to go back and check for exceptions already sweatdrop
Examples to come when I'm done writing the rules smile

-Nominative (subjects)
As Listed in wordlist ("Dictionary form")

-Accusative (direct objects)
If there's a final vowel, drop it. Then add -a.

-Dative (indirect objects)
If there's a final vowel, drop it. Then add -u.

-Genitive (possession, used solely as the " 's " here)
If there's no final consonant (ends in a vowel), add -n. If it ends in a consonant, add -en.

-Prepositional (after prepositions)
Same as nominative--no change to the dictionary form.

IN PROGRESS.

Yeah, the words look cool and all, but I can't figure out how to pronounce them! xD And how are you using the umlauts? Like in German, or completely different? (Well, I mean, not like in German, cause German doesn't use them over an "i" but you know what I mean... sweatdrop )

ï makes the short i sound like in "tick". The preceding h is pronounced O.O I had an explanation up... but then I took it down because I changed so much when I made the script (without access to my phonetics info). I like this better, actually biggrin If I get to use my microphone, I'll record some words. Right now, I'm about to back up my hard drive for the first time ever on my new external hard drive. This will take a while...

also, "g/k" as noted in the script is written k and pronounced almost like a click, I guess... It's in between a g or a k, just pick one and go with it, I guess razz And zh is the zh sound as in pleasure, azure, etc. I might find another way of writing it later and rewrite that word's transliteration.
