I don't know if it applies to others, but this is for Western Astrology. It's supposed to be a quick guide for people who got their natal chart and want to analyze it, but don't know how.
(Natal Charts can be found for free at http://www.astro.com.
Go to free horoscopes, then personal portrait.
Information is at the bottom of that site page)

Planetary Positions

Sun = Overall personality
Moon = Your emotions

Mercury = How you think; How you communicate
Venus = How you handle relationships
Mars = Your competitive and sexual drive
Jupiter = How you have fun; Religion and philosophy; How you see the world
Saturn = Your insecurities

Uranus = Where you find your individuality; what you rebel about and how
Neptune = Your daydreams and fantasies
Pluto = Overall control for the rest of your planets

Each planet has another planet affecting it. I'll explain with this made-up chart:
Sun Gemini 12th house
Moon Pisces 9th house
Mercury Cancer 1rst house
Venus Leo 2nd house
Mars Capricorn 7th house
Jupiter Cancer 1rst house
Saturn Capricorn 7th house
Uranus Capricorn 7th house
Neptune Capricorn 7th house
Pluto Scorpio 5th house

Let's just look at Mercury. The ruler of Cancer is moon. Hence also with the Mercury in Cancer in 1rst house, we must look at Moon in Pisces in 9th house. They have extra influence from Pisces and Sagittarius (more powerful). Houses are more powerful in this portion.

House Positions

1rst House = (Better known as Ascendant or Rising Sign) How you present yourself to the world; Appearance
2nd House = Your self-esteem; What you think of material possessions and how you handle them
3rd House = What you like to learn about
4rth House = (Better known as Imum Coeli) How you act at home
5th House = Your creativity and what you find fun
6th House = How you help people and when
7th House = (Better known as Descendant) What type of partner you want
8th House = How you have sex; How you assert your power; How you deal with loss (especially material)
9th House = How you view the world/life; Religion and philosophy
10th House = (Better known as Medium Coeli or Midheaven) Your career and ethics
11th House = What type of people you get along best with
12th House = What you think of spirituality and how you go about that

North Node = What you need to become better at
South Node = What you're already good at

You can also look at the rulers of each house for more about the house. For example, Aries is ruled by Mars. If one has an Aries ascendant, look at their Mars's sign, house and aspects for more information on their ascendant.
Same applies to the rest of the houses. For example, Aries ascendant has 7th house (Descendant) in Libra. Libra is ruled by Venus. Look at their Venus's sign, house, and aspects for more information on their Descendant.

Decans

We'll start then with more information about the sun signs.
Each sun sign is broken into 3 equal decans. Since each sun sign is 30 degrees long, each decan is 10 degrees. Few examples.

Aquarius:
1- 10 degrees = Aquarius in the Aquarius decan
10-20 degrees = Aquarius in the Gemini decan
20 -30 degrees = Aquarius in the Libra decan

Scorpio:
1-10 degrees = Scorpio in the Scorpio decan
10 - 20 degrees = Scorpio in the Pisces decan
20 - 30 degrees = Scorpio in the Cancer decan

Aries:
1-10 degrees = Aries in the Aries decan
10-20 degrees = Aries in the Leo decan
20 - 30 degrees = Aries in the Sagittarius decan

Virgo:
1- 10 degrees = Virgo in the Virgo decan
10-20 degrees = Virgo in the Capricorn decan
20-30 degrees = Virgo in the Taurus decan

Decans simply influence the sun sign a little more. For example, if you had Aries in the Aries decan, your sun sign would be primarily influences by Aries. (There are other influences but we'll get into those a little later).
If perhaps you were an Aries in the Leo decan, you'd be more extraverted (Aries is sometimes regarded a loner because they get too annoyed with people. Leos are regarded very friendly. So...friendly + them being extraverted anyway?)
If you were a Pisces in the Scorpio decan, you'd be more likely to manipulate people and be much more susceptible to falling into bad morals and such.

Now cusps.
Cusps happen when you're in the first few/last few degrees of any sign. To make it safe, we'll just say 2 degrees. For example, if you were born on January 22, you would be an Aquarius on the cusp of Capricorn. That means you are an Aquarius with more Aquarius influence, yet another influence of Capricorn. It gets complicated when you're born on the last 2 degrees. For example, March 20th. You'd be a Pisces with Scorpio influence and then Aries influence. Since you can't go around asking random people their birthtime and birthtown without odd looks, this is a rather nice, subtle way of getting a basic idea of their personality.

-------------------------------------------------------------------------------------

So now trying to synthesize all these together....
Keep in mind anything in the natal chart can be overruled by other influences. Just some are harder to overrule than others (the ones in blue being the most difficult to). I'll give a few examples.

You want to figure out what your ideal astrological partner (female) would be. You take mainly the Descendant, some of the Venus with additional influence with whatever Venus's house is.
Ex: Descendant Sagittarius 08'35' 12
Venus Pisces 23'02'10 11 direct

This person wants someone who is open-minded, idealistic, changeable, objective, outgoing and intuitive. They don't mind if they're tactless, impulsive, temperamental, indecisive, emotional and a bit secretive.

If you're looking for attraction to men, you take mainly descendant, some of Mars with additional influence with whatever Mars's house is.

Or what your natal chart says about how this person views the world:
Take primarily Jupiter then combine it with 9th house position.
Ex: Jupiter Aries 23'48'53 12 direct
9th House Capricorn 20'57'46

They likely try to put up an arrogant facade to hide their fear they dont know the world. They're suspicious, mistrustful and can be stubborn about their views, but they do take initiative. They also seem a bit impulsive when trying to analyze the world and form their opinions, but they do look at it objectively.

Now for the aspects...All they do is add more influences to the planetary position. That was a weird sentence, but I'll show you an example:
Mars Leo trine Neptune Sagittarius
That would make the Mars Leo more likely to try out new things and be more flexible with project ideas.

Huge overview of influences now: (Example = Communication)
1. Look at the house and sign the planet is in
2. Look at the planet's aspects
3. 3rd house and any planets in it
4. 3rd house's ruler (and aspects)
5. ruler of planet's sign (and aspects. House matters more here)
6. houses ruled by planet

As you can see it gets less and less important in terms of priority as we go down

Good luck in general, everyone.
