You start as a Student:Learn the basics what you need to be a ninja.Can wear anything
Genin: Do easy stuff pulling weeds,deliver items ect.Can wear anything. E or D-rank missions
Chuunin:Get the vest,may help students,missions as organizing hybrids for people,cleaning out a town etc.C or some B-rank missions
Special Jonin:Are good in one type of thing,Supplying items,pulling weeds,doing errands ect.Any rank mission.
Jonin:Get a squad of genin,Doing huge town makeovers,giving money,Destroy minor hackers,supply items ect. B or some A-rank missions
ANBU:Get new clothes,Can wear a gas mask,stop a group of hackers,Only trustworthy people can be anbu,if really good they can have a ANBU group
Hokage's Apprentace: People who really want help in becoming a ninja,Can wear anything they like.Will get any mission i choose for them.
Hokage's Assistant:Takes command if I'm not here.Can wear anything they want.Any rank mission.
Hokage:Me I'm in charge.I will take some missions.
As soon as i get more ninja we will be taking requests for missioons

Axes? that would really hurt, Throw ACWW merchandise at them, that way its Animal crosing related.
