if i pass a bill as a peasant dose it count twards my savant title? (once i have enough wins of course) or do i have to pass another? or do i have do be higher then "title here" to post in the brainstorming?

what is training for? can i not toss a cat at my enemy's face if i am not strong enough? can i not summon a flame wall to cook the cat that is flying at my face if i have not mastered fire magic? and what are the numbers for the magic masteries?

can i spar before i have a battle standing? can i have a battle standing? does sparring raise my battle standing? does all sparring use common equipment(bamboo sword and kendo uniform)?

1) you can pass an ammendment at any point in time and have it count towards your Savant but it actually has to be approved.
2) 'training' is just a design to increase post rate, remember after all that your health is determined by number of posts. All other applicability it has is null, you can post wherever you like to increase post rate ^^
(scroll to the second and third posts on the Battle Standings for details on weapons and health)
3) Sparring is entirely seperate of battle standing. The rules are the same but your stats will always be: health at 10, damage at 1-10. This is to provide a fun means of raising post rate as well as orientating people with the system.
