How come some senators are stronger than the enemies at the place you're trying to unlock???

I had to get adell to lvl 666 smile to kill them off... just so i could fight kurtis clones!

How do you get Dark Hero Cells and the unknown number cells?

my addel is at level 808, just to get flonne and Laharl.

On a side note: Senators are always stronger than the thing or person you wanna summon, didn't you ever notice that?

Just get on of the stronger senators on your side then throw them into some weaker ones.

Just keep throwing him.
